Kelly Williquette

General Manager

Kelly has worked in the Public Works arena for over 25 years. With his dedicated commitment and vast experiences in the Water environment he brings invaluable knowledge to Spokane County Water District No. 3. Mr. Williquette has managed multimillion dollar budgets with overseeing many highly qualified staff members along with coordinating construction projects, well development, intergovernmental projects and many numerous contracts. His primary focus is to provide the best quality of water services to all the customers of Spokane County Water District No. 3, and to protect and preserve one of our most important assets here in the Inland northwest, The Spokane Aquifer. Justin Vandyke

Assistant Manager

Justin graduated from Washington State University with a B.S. in Civil Engineering with an emphasis in Water Resources Engineering. He kicked off his career at the City of Airway Heights where he started as a maintenance worker and worked his way up to becoming the Water Lead. Prior to his separation to join the team here at Spokane County Water District No. 3, he became City of Airway Height’s first Engineer. Justin has several years of experience in water system design and construction, capital and financial planning, along with water system operation and management. His goal is to work close handedly with other members of the District to ensure that Water District No. 3 has a bright and sustainable future and to deliver a product that every customer enjoys.
